Now we are going to make the attaching pieces. Take any left over hanger pieces that you have left and straighten them out and curl each end as seen in the below left illustration. Make sure that you curl each end in the opposite direction and do not close the loops too tightly for now. Assemble the coat hanger pieces as seen in the below right illustration. I suggest that you hang your mobile frame while completing the piece as it makes it easier. You can put up a temporary hanging device in a doorway or in your work space. Discuss the best location possibility with your parent or instructor.

As you can see you can make as many crossbars as you want. Just make sure that they are the longest at top to the shortest at bottom. Once you have attached all the pieces you can close the loops in the attaching pieces by squeezing them lightly together with some pliers.
In the following paragraph we will be discussing how to attach the fish and weights if necessary. Since I am using fishing line (4lb test) it is very difficult to see the knots so I'll draw some illustrations of how I did it. Feel free to tie your knots as you see fit I claim no expertise in knot tying. You may even want to use the tried and true hot or cold glue gun.

Make sure that the knot has enough loop to get around any obstacle in the fins so that it can hang straight. As in the figure on the left.
As for the weights or bubbles, you can add them wherever you want. Just make sure that the mobile will be able to spin freely without snagging a fish or bubble. The rest is up to you. Personally I like having fish floating around without the cost and time to maintain a fish tank.
